The Sequential Intercept Design and Criminal Justice, Promoting Neighborhood Alternatives for Individuals with Serious Mental Disorder

The number of people with extreme mental disorder in the criminal justice system is shockingly high. There is a wealth of research that reveals that the conventional incarceration model is not efficient with this population, and that numerous of these individuals can be assisted in the neighborhood at less expense without increased danger to public safety by resolving their risk-relevant needs and enhancing their chances for recovery. As an outcome, during the last decade there has been an increasing interest in community-based options to imprisonment for individuals with serious mental disorder. The Sequential Intercept Design and Lawbreaker Justice offers an overview of the recent changes in correctional policy and practice that reflect an increased focus on community-based alternatives for transgressors. Developed by Drs. Mark Munetz and Patricia Griffin, the Sequential Intercept Design (SIM) recognizes five conceptual points at which standard criminal processing can be disrupted to offer community-based options: (1) law enforcement/emergency services; (2) preliminary detention/initial court hearings; (3) jails/courts; (4) re-entry; and (5) community corrections/support. This volume describes the SIM in detail and evaluates empirical proof for each of its 5 points of interception. Chapters concentrate on its implementation, beginning with an analysis of the national and state-level efforts, then dealing with particular challenges. A final section recommends how the SIM might be applied successfully to other populations (e.g., veterans, juveniles, and those with developmental disabilities). This volume will interest policy makers who are considering community-based options, practitioners who perform these changes, and program critics who look for to record the effect of such changes.
