Description of Work

This Human Resources Technician I position is located at the Correction Enterprises Administration Office in Raleigh, NC. This position will manage, coordinate and carry out all personnel functions either independently or in conjunction with Management. The HR Technician I will perform job functions with minimal or no supervision and must use sound judgment and rationale in decision making as it pertains to the scope of personnel actions. This position counsels, advises and assists employees and supervisors with accurate and timely information on personnel matters as they relate to individual needs in the application of personnel policy and procedure. The HR Technician I will oversee and direct all personnel record keeping and serve as primary point of contact for the general public regarding a variety of personnel related topics. The HR Technician I will be responsible for developing, composing and maintaining personnel standard operating procedures as they relate to operations. The HR Technician I will work closely with the Management Team and ensure that pertinent information is made available and that routine updates are supplied for key issues effecting staff.

The dynamics of the position require a good working knowledge of a wide variety of programs, policies and procedures in order to factually disseminate information to employees and the general public. Policy changes are frequent. New projects and initiatives may be assigned to the position at any given time. New deadlines and different formats for submission of reports are received from DPS Personnel.

If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.

To qualify for this position, applicants must document on the application that they possess ALL the following:

  • Must demonstrate experience related to benefits and time/leave administration.
  • Must possess the ability to interpret and communicate a variety of policies relating to benefits and time/leave.
  • Must demonstrate experience using a Human Resources database, such as SAP/Beacon/HRIS.
  • Must demonstrate customer service experience.
  • Must possess the ability to adhere to deadlines.
  • Must demonstrate experience using Microsoft Office products, including Word, PowerPoint, Excel, and Outlook.
  • Must possess the ability to establish and maintain an effective working relationships.
  • Must possess the ability to communicate effectively in oral and written form.

MANAGEMENT PREFERENCE: Management prefers an applicant with:

  • Experience generating reports in BEACON.
  • Demonstrated ability to work independently with minimal instruction.
  • Human Resources experience relating to recruitment.
  • Working knowledge of FMLA.

Minimum Education and Experience Requirements

Associate’s degree, typically in Human Resources from an appropriately accredited institution or relevant field and no years of experience required; or High school or General Educational Development (GED) diploma and 2 years of progressive experience in Human Resources.
