The City of Corvallis is seeking a qualified Systems Engineer to proactively manage, maintain, and enhance the city’s infrastructure. This key position will partner with our existing System Engineer to support and enhance the network, servers, and security environments City-wide. The successful candidate will have working knowledge and experience in the areas of networking, server deployment & maintenance, enterprise software, and security. Strong leadership, communication, and project management skills are essential as this position partners with department personnel to solve the City’s toughest technological challenges.

Additional Information:

Full-Time, 40 hours per week, Monday-Friday; must be available for after-hours maintenance, projects, or emergency support work as needed.

Annual Starting Salary: $72,711.24 – $92,524.08

Essential Functions

Position Summary: Plan and engineer citywide systems and infrastructure. Provide technical leadership, project management, and administration of departmental and citywide information systems. Develop, implement, and configure multi-tier, server-based hardware, network infrastructure, applications, and other software. Provide all-tier technical support, troubleshooting problems to resolution. These tasks are illustrative only and may include other related duties.

Plans, engineers, develops, and implements citywide systems and infrastructure. Performs comprehensive system and network administration tasks, analyzing, designing, and configuring integrated computer networks and network components.

Provides technical leadership and project management for departmental and citywide information systems. Serves as technical expert for the organization, develops, analyzes, implements, and supports the City’s information technology infrastructure, including new or upgrade installations of existing clients, servers, applications, and information systems security.

Engineers, coordinates, and deploys the citywide ethernet local and wide-area networks and SAN fiber storage network. Evaluates, recommends, acquires, and configures network equipment and management tools.

Assists and guides staff within information technology and citywide in formulating short and long range plans regarding City computing needs.

Monitors system and network performance and equipment; verifies systems are working properly; performs upgrades as necessary; supports, configures and maintains servers, network, data, and associated equipment and ensures high availability.

Develops backup and disaster data recovery strategies. Designs, installs, and upgrades datacenters for reliability, disaster survivability, security, and sustainability. Works with stakeholders to develop, implement, and maintain back-up systems and disaster/data recovery strategies. Responds to service outages and other problems with mission-critical systems.

Ensures that hardware and software purchase requests comply with City standards. Coordinates procurement of desktop hardware purchases for the organization; configures desktops and installs at users’ locations. Manages hardware and software warranty and maintenance contracts.

Provides technical analysis and support on hardware, software, and network administration, and troubleshooting systems containing highly sensitive information. Complies with City and department policy regarding such access, and maintains the confidentiality of the information.

Delivers excellent customer service to diverse audiences. Provides support for technical issues and troubleshoots problems to resolution.

Prepares and maintains documentation supporting assigned and related areas of responsibility.

Coordinates and conducts user training, education and problem-solving sessions; maintains user-accessible knowledge base for self-service problem resolution. Assists users regarding system and network functionality.

Recommends policies for the use of the computer systems as well as security policies for employees and computer systems.

Operates and drives a motor vehicle safely and legally.

Qualifications and Skills

Education and Experience

High school diploma or equivalent.

Bachelor’s degree in Computer Science, Data Processing or closely-related field and five years of work experience in a system administration capacity.

OR

Nine years of professional-level Information Technology experience including three years of system administration experience. Post-secondary education in Computer Information Systems, Computer Science or a closely-related field may substitute for up to four years of experience.

Experience in systems administration, network administration and knowledge of the following is required:

  • Microsoft server and client operating systems;
  • Active Directory, including group policy and roaming profiles,
  • Enterprise software, including SQL databases, web services and email systems;
  • Server and desktop enterprise management tools such as patching and anti-virus;
  • Windows scripting and other scripting languages;
  • Switched Ethernet network topology and TCP/IP protocols
  • Network monitoring, security, and management software.

Knowledge, Skills and Abilities

Excellent analytical, communication, interpersonal, technical writing and organizational skills. Ability to use technical and analytical knowledge to solve technical problems and make effective decisions within short time frames to minimize system down time.

Expert understanding and the ability to support a Windows-based operating system including Active Directory, file system concepts (“NTFS”), and the ability to use performance analysis to tune systems.

Expert understanding of storage architecture, including SAN, NFS, NAS, deduplication, and other data optimization technologies.

Ability to attend and incorporate learning from approved trainings on a regular.

Expert understanding of virtualization, preferably VMWare, and the related technologies, such as Veeam, vMotion, and virtual storage.

Advanced understanding and the ability to support networking/distributed computing environment concepts, principles of routing, and design and upkeep of consistent network-wide file system layouts and security.

Ability to program in an administrative language such as Powershell, Visual Basic and DOS Command shell to perform various system tasks more efficiently.

Ability to work independently and effectively on self-directed priorities and in-group settings with technical and non-technical staff.

Effective oral and written communication skills. Ability to write technical documentation, specifications,and develop and teach technical materials and courses. Ability to communicate technical information to a non-technical audience.

Ability to prioritize and manage multiple projects, and act as a vendor liaison to acquire and implement new systems, troubleshoot current systems, and assist with new or maintaining various systems integrations in an efficient manner.

Ability to analyze trends in the industry and make informed decisions about which alternative will have the best long-term value to the department, based on knowledge of the organization and department’s goals and objectives.

Ability to use computerized systems for extended periods of time in order to perform the essential functions of the position.

Ability to provide excellent customer service, get along with coworkers and maintain effective working relationships.

Ability to maintain confidentiality and exercise high degree of discretion and judgment in dealing with sensitive or confidential information.

Special Requirements

Ability to possess and maintain Criminal Justice Information Systems (CJIS) security clearance and requirements.

The ability to travel among City worksites and to training/conferences.

Possession or ability to obtain a valid Oregon Drivers License.

Must have ability to pass a pre-employment background and/or criminal history check.
