Description

The Georgia Department of Human Services (DHS) provides a wide range of human services designed to promote self-sufficiency, safety, and well-being for all Georgians. The department is one of the largest agencies in state government with an annual budget of $1.8 billion and nearly 9,000 employees. DHS is comprised of three Divisions: The Division of Aging Services, the Division of Child Support Services, and the Division of Family and Children Services and 14 Administrative Support Offices.

The Georgia Division of Family and Children Services (DFCS), a division of the Georgia Department of Human Services, investigates reports of child abuse; finds foster and adoptive homes for abused and neglected children; issues SNAP, Medicaid, TANF and childcare assistance to low-income families; helps out-of-work parents get back on their feet; and provides numerous support services and innovative programs to help families in need.

DFCS is working to implement significant child welfare reform through the Blueprint for Change plan, which is the Division’s roadmap to improving the lives of the children and families we serve. It is about strong practice, a committed workforce and the authentic internal and external engagement with our staff and the community. The Blueprint for Change has three pillars:

  • Practice Model: Adoption of a practice model that will serve as the foundation to keep kids safe and strengthen families; and inclusion of guiding principles, vision and mission statement.
  • Robust Workforce Development: Increased staffing and expertise for Child Welfare and Family Independence; research-based caseload ratios; mentoring for supervisors; improved compensation based on proven competency; and development of a career path.
  • Constituent Engagement: Creation of advisory boards at state, regional and local levels; organized “roadshows” to engage the public, local stakeholders and media; and build consensus and collaboration among partners, staff, and stakeholders.

Job Description

Revenue Maximization Quality Improvement Analyst develops, implements, monitors, and maintains an ongoing. Quality Improvement process to measure, evaluate, and assess quality and performance of Title IV-E and Medicaid Program areas for children in placement. Develops and maintains a thorough knowledge of division policies, procedures, Federal and State laws and regulations, Rev Max Protocols, policies, best practices, data systems. Continuous Quality Improvement (CQI) processes, accountability and measurement outcomes. Conducts data gathering and analysis projects in support of management planning efforts. Makes recommendations on quality and quantity of work performance, development and training opportunities. Some statewide travel required to conduct training.

Pay Grade: L

Under broad supervision, performs complex administrative duties and statistical, financial, or operational data analysis and reporting in support of management decision making in functional area. Identifies trends, discrepancies, and variances to improve the efficiency and effectiveness of operations. May partner with other departments, divisions, outside agencies, and vendors to address business issues. Exercises various latitudes of independent judgment. May administer or provide high level support for various projects, grants, contracts, implementation of procedures, and/or any specialized functions. Assists with orientation, training, or providing task guidance of junior team members. Provides strategic analysis.

Role and Responsibilities:

  • Monitors and evaluates policies, best practices and procedures, staff for timely and accurate eligibility determinations.
  • Clearly establishes expectations and accountability according to Rev Max Protocols, policies and best practices, Title IV-E federal regulations and laws.
  • Identifies development needs, knowledge gaps and assists staff in achieving optimal performance.
  • Provides appropriate feedback concerning group and individual performance, including areas of needed improvements.
  • Develops, writes curricula and provides training to new and veteran staff, identified gaps in knowledge.

Minimum Qualifications

  • Bachelor’s degree in business or related field from an accredited college or university AND Four (4) years of experience related to area of assignment.

Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

Additional Notes: Reliable transportation required. Some statewide travel required.

Preferred Qualifications:

Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all of the following skills/experience.

  • Bachelor’s degree from an accredited college or university and 36 months of related experience providing eligibility determinations and work in a human services delivery program, one year of which in a supervisory role.

OR

  • Associate degree from accredited college or university and 48 months of related experience providing eligibility determinations and work in a human services delivery program, one year of which in a supervisory role.
