How your work would contribute to our organization and the Twin Cities region:

The Enterprise Equity Senior Manager, Office of Equal Opportunity supports the Director, Office of Equal Opportunity (OEO), in implementing the Council’s Affirmative Action/Equal Opportunity (AA/EO) and equity and inclusion objectives and initiatives across all 5 divisions throughout the Council. The Equity Senior Manager will be a proactive relationship builder with a strategic mindset to develop and implement policies and processes directly relevant to equity, diversity, inclusion, access, and racial justice to achieve equitable outcomes.

What you would do in this job

The Enterprise Equity Senior Manager will assist in development and implementation of current and emerging Council-wide equity priorities and strategies to integrate equity and inclusion principles into all operations, policies, and services.

  • Provide leadership and guidance for advancing equity and inclusion throughout the Council and within OEO’s Equity Implementation Unit, support division Equity Change Teams, and engage Equity Advisory Committee.
  • Align Council’s strategic priorities, equity strategy and framework, goals, and division plan objectives for impact.
  • Develop metrics, benchmarks and goals for the equity strategy and framework.
  • Collaborate with the OEO Director to remove structured bias and inequities in policies, programs, and services.
  • Engage leaders, managers, and supervisors in systemic change in practices, review of processes with an equity lens.
  • Identify training needs for supervisors, managers, and employees on equity, inclusion, and bias-related issues. Provide guidance, design, develop, present, and implement training.
  • Revise and update strategies, policies, and procedures for Council-wide implementation.
  • Communicate strategy, policy, and procedure to all employees within OEO and across the Council.
  • Supervise professional staff and interns in coordination, distribution and instruction of work, monitoring work for quality and timeliness, and evaluating performance.

What education and experience are required for this job (minimum qualifications)

A Bachelor’s degree or higher in public administration, public policy, sociology, ethnic and multicultural studies, human resources, or related field AND six (6) years of experience in strategy development, equity policy creation, diversity and equity change management, or creating alliance in public sector work. Three (3) years of this experience must include management, supervisory or project lead experience.

An Associates’ degree in public administration, public policy, sociology, ethnic and multicultural studies, human resources, or related field AND eight (8) years of experience in strategy development, equity policy creation, diversity and equity change management, or creating alliance in public sector work. Three (3) years of this experience must include management, supervisory or project lead experience.

What additional skills and experience would be helpful in this job (desired qualifications):

  • Current or recent experience (within the last three (3) years) with Public Policy or policy analysis.
  • Current or recent experience in working with communities, non-profit organizations, other public-sector agencies and building relationships with direct involvement in equity, diversity, inclusion, access, and racial justice.

  • Demonstrated skill in implementing equity and inclusion concepts to achieve equitable outcomes.
  • Knowledge of education and training concepts and transformative techniques relative to equity.

  • Skill in effective community engagement in organizing, facilitating, and leading public forum meetings.
  • Ability to engage and align various internal stakeholders (at different stages) in developing constructive solution to problems and presenting appropriate resource management.
  • Ability to build external alliances, act collaboratively, develop understanding of respective needs and interests to accomplish stated goals and objectives.
  • Ability to think strategically and critically to identify and evaluate creative solutions to reducing effects of inequities.
  • Ability to translate data into measurable benchmarks and goals.
  • Ability to effectively present data to acknowledge and lead self-reflection and self-critique at the institutional level.
  • Ability to operate effectively under rapidly changing circumstances.
  • Ability to demonstrate cultural intelligence in collectively working with diverse cultural and ethnic backgrounds of community and staff.

Work Environment: Requires ability to work flexible work hours with some evening and/or weekend hours. Work is generally performed in a standard office setting.
