JOB SUMMARY:
The ERSEA (Eligibility, Recruitment, Selection, Enrollment, and Attendance) Specialist oversees the ERSEA content area for the agency’s Head Start, Early Head Start, Early Head Start Child Care Partnership, Prevention Initiative, and Preschool for All programs. This individual plans and facilitates outreach and enrollment activities to ensure that Gads Hill Center programs are fully enrolled. The ERSEA Specialist is responsible for planning and providing training related to enrollment systems, policies, and procedures for all Head Start/Early Head Start, Prevention Initiative/Preschool for All and CCAP an ISBE programs. In addition, the ERSEA Specialist represents Gads Hill Center at recruitment and outreach events and participates in recruitment and outreach activities.
DUTIES AND RESPONSIBILITIES:
ERSEA – Eligibility, Recruitment, Selection, Enrollment and Attendance
- Maintains agency ERSEA compliance for Head Start, Early Head Start, Early Head Start Child Care Partnership, Prevention Initiative and Preschool for All programs. Monitors all ERSEA components in COPA and all data bases.
- Develops and implements procedures to ensure compliance with The Chicago Early Learning manual, Grantee requirements, and Head Start Performance standards.
- Updates agency’s recruitment calendar and represents Gads Hill Center at assigned outreach events.
- Plans and leads outreach activities, including distribution of recruitment materials.
5. Leads agency’s recruitment and outreach committee and facilitates committee planning and the implementation of annual recruitment plan for all early childhood programs.
6. Collaborates with staff and inter-agency departments to plan recruitment and outreach activities.
7. Works with individual sites/programs and managers to maintain an updated waiting list/binder to ensure that enrollment is maintained at the maximum licensed/funded capacity throughout the program year.
8. Composes monthly recruitment report for all early childhood programs.
9. Creates site specific recruitment plans for all program options/models.
10. Assists Site Managers in reporting enrollment numbers and compiles data for all contracts.
11. Conducts monthly attendance monitoring at all sites.
12. Conducts monthly CCAP monitoring at all sites utilizing subsidized childcare.
13. Updates recruitment plan annually.
14. Updates attendance policy annually.
15. Ensures enrollment procedures are adhered to by family support staff.
16. Participates in strategic planning processes by utilizing community assessments and internal data.
Enrollment, CCAP, CACFP Management and Reporting
1. Acts as the main point of contact for families identified from recruitment and outreach efforts.
- Ensures that prospective clients receive timely follow-up from referrals across programs.
- Analyzes, plans, and implements effective enrollment systems including determination of eligibility and selection criteria.
4. Assists with completion of enrollment reports on a monthly basis or more frequently if needed.
5. Assists with the gathering and preparation of information for the timely submission of billing reports to finance.
6. Facilitates staff training on database documentation, eligibility, and CCAP updates related to ERSEA standards, policies, and procedures.
7. Provides support to staff assigned with enrollment, parent fee collection, CCAP eligibility process, and CACFP.
8. Ensures compliance related to funded enrollment, slot tracking, and program/site attendance.
9. Attends and reports on funders’ external meetings regarding ERSEA.
10. Compiles and analyzes monthly enrollment, attendance, and CCAP.
- Provides regular written and oral reports on program, as assigned.
- Participates in supervision meetings and a minimum of 30 hours of staff development training per year to remain current in the field. This development training must include training provided by the Department of Family and Support Services, Grantee and the Department of Children and Family Services.
In addition to the responsibilities listed above, all Gads Hill Center employees are responsible for the following:
- Participates in agency outreach and recruitment events, including evenings and weekends.
- Participates in workshops within the agency and outside (if applicable).
- Participates in civic engagement and social justice initiatives that advance the mission of Gads Hill Center.
- Advances parent leadership development.
- Performs other duties as assigned.
QUALIFICATIONS:
- Associate Degree required; Bachelor’s Degree preferred. Experience in a non-profit environment preferred.
- Must be proficient in Microsoft Word and Excel.
- Previous Child Care Assistance Program and Head Start program experience preferred.
- Excellent interpersonal communication and organization skills.
- Ability to pass a criminal record and child abuse/neglect registry check.
- A passion for the mission of Gads Hill Center.
